I just want to create a post where I would explain the rules of a particular section in my forum, and I would like to block it so that no other users can reply how can I do that ?

post it first ,then stick and close the thread by use the Thread Options on the right corner of the post .

I couldn't figure out what stick would mean in that menu, in my language you use stick when things are glued for ex:
'I sticked the photo on the paper with the super glue'

I am new to being the admin...

And also new to the word 'stick' used in forums... I always it would be 'close the post or block this post, but not glue this post'
