New 'Moderator modified' rank??

Is it possible to create a new rank like that of a Moderator.
That rank should not be able to stick/highlight a topic but can edit other's posts.

1. Check this Post first.

   Remember,  "Link Admin Permissions: "  choose the"Moderator"  

2. when you already create a Special Group, then go Admin Group

   find the Special Group you have created, edit its "Basic Permisson" and "Manage Permisson"
  
   In the "Manage Permisson" you can select the Group's Permisson.

3. ok

In Admin group --> Manage Permission, I saw an option like 'Word Filter'.
What is this function, and how can I use it/edit it.
