Go to Admin CP -> Basic Cof -> Permissions

If you want each user groups to upload avatar from their PC then try...

Admin CP -> Users -> Users Group -> [Details] -> Avatar Show: Allow Upload

if means "size", then go Admin CP. - Basic Conf. - Permissions - set the options below as you like:

Max Avatar File Size(s):
User can't upload oversize avatar, leave 0 for no limit.   

Max Avatar Size(Pixel):
The uploaded avatar will be resized according to this value.
