How to upload avatar show?

I can only see my own avatar?
How can you upload a member's avatar. Their is no area to browse for image in their profiles?

Admin CP. - Users - User Groups - choose groups you wanner them can upload  avatars - [Detail] - Avatar Show: Allow Upload.

But how to do later,it seems there is no place for me to upload Avatar Show.
