i have no clue or "smartness" to do CSS or skinmaking or whatever

can someone make me a skin....

Ok everything  like EVERYTHING the "ice rain" one has

except the backround is the "Cool" skins blue

and finally the banner

I want to be a Wailord , A pokemon , look it up , in like a ocean underwater



This is a very huge task , i want it so bad , but have no clue , will anyone help?
