A function to Disallowed Duplicated Registration

I suggest that admin can add a function to disallow duplicated registration on adminCP, so that we can aviod some members that try to disturb the forum or etc..

Basic Conf. --> Register & Access --> Maybe you will find something usefull about the Disallowed Duplicated Registration
