New 'Moderator modified' rank??

Is it possible to create a new rank like that of a Moderator.
That rank should not be able to stick/highlight a topic but can edit other's posts.

   Remember,  "[b]Link Admin Permissions:[/b] "  choose the"[b]Moderator[/b]"  

2. when you already create a Special Group, then go [b]Admin Group[/b]

   find the Special Group you have created, edit its "[b]Basic Permisson[/b]" and "[b]Manage Permisson[/b]"
  
   In the "Manage Permisson" you can select the Group's Permisson.

In Admin group --> Manage Permission, I saw an option like 'Word Filter'.
What is this function, and how can I use it/edit it.
