Trouble with User groups

Every time I try to modify a new user group i get the below mesage. Can we add new user groups...

If not is there a way to restore system user groups some groups were deleted from our forum by another administrator

I appreciate any advice or help you can provide.

I think it has to do with credits, and you can change it to work...not sure how to though. A mod will come to help soon.
