How to set the permission of each thread

I find that only I can set the money which the member should pay before see the thread.

I want the member can set the money so that they could earn money when they posting thread.

Where to set? How to set? thanks for you helping :)

Users --> User Group --> choose the user group, as Newbie, [detail] --> Max Thread Price: set you want.
